About The City Administrator
Scott Moulder brings more than 22 years of local government management experience to his role as the city administrator of Seneca, SC, a position he has held since 2018. He serves as the chief administrative officer of the City and administers city policies as established by Mayor and City Council on a daily basis.
In that role he directs the personnel and activities of all city departments. He oversees and manages the operations of the City of Seneca and maintains the full services of the City which include police, fire, the court system, public works, parks and recreations, municipal utility services, and maintenance and upkeep of all city properties. He and his staff work on a daily basis to address the needs and concerns of Seneca's citizens.
Financial transparency of the City's financial assets and resources is of great importance to Scott, and he personally oversees the preparation of both City's annual budget and annual audit to be presented to Mayor and City Council for final approval.
Economic development of the City is of great importance to Scott, as is evidenced by recent growth of new and existing businesses in the City. His concern with the economic landscape of the City is illustrated by the 2021 creation of the Seneca Business Development Support Center, a membership-driven organization whose goal is to support the growth and prosperity of Seneca businesses.
